Indonesia Enacts New Regulation on Non-Tax State Revenue in the Energy and Mineral Resources Sector
On 11 April 2025, the Government of Indonesia enacted Government Regulation
No. 19 of 2025 (“GR-19/2025”) concerning the Types and Tariffs of Non-Tax State
Revenue Applicable to the Ministry of Energy and Mineral Resources.
GR-19/2025 will take effect on 26 April 2025 and will repeal the previous
regulation, Government Regulation No. 26 of 2022 (“GR-26/2022”).
A key highlight of GR-19/2025 is the revision of mining royalty rates. The
regulation introduces increased royalty tariffs for several major Indonesian
mining commodities, as outlined on the following pages. Notably, coal from
underground mining and bauxite are excluded from these increases.
Mining companies operating in Indonesia are encouraged to assess the potential
impact of the revised royalties on their cash costs and key financial metrics.
